Acting Director, Information and Communication Technology
Joy U. Egbuwoku serves as Acting Director of the Information and Communication Technology department at the Teachers Registration Council of Nigeria (TRCN), where she leads digital transformation, IT infrastructure development, and technology-driven policy implementation.
She holds a Master’s degree in Information Technology from Ladoke Akintola University and a Bachelor’s degree in Computer Science from the University of Benin. She is a member of the Nigeria Computer Society (NCS).
The Information and Communications Technology (ICT) Department of the Teachers Registration Council of Nigeria (TRCN) serves as the technological backbone of the Council’s operations. It is responsible for planning, deploying, and sustaining the full spectrum of ICT infrastructure, applications, and digital services that enable TRCN to fulfill its statutory mandate of regulating and developing the teaching profession in Nigeria.
The department delivers end-to-end technology solutions that keep TRCN running smoothly while shaping its digital future. From daily system support to large-scale transformation projects, our work ensures TRCN’s processes are secure, reliable, and efficient. Through innovative ICT solutions, we strengthen Teacher Registration & Licensing (seamless online platforms for educators nationwide), Professional Development (digital systems supporting MCPD and career growth), and Data-Driven Policy (reliable data and analytics to inform decisions that improve teaching standards). At TRCN, technology isn’t just support — it is a key driver of excellence in the teaching profession.
The department is organised into three core divisions, each with distinct but complementary functions.
ICT Department Divisions
This division is the operational engine of the ICT Department, ensuring that all technology systems are reliable, secure, and accessible to staff and stakeholders at all times. It comprises three units:
Infrastructure
Responsible for the management and maintenance of TRCN's physical and virtual technology assets. Its scope covers server administration, network configuration and management, data centre operations, cloud infrastructure, and the administration of email and collaboration platforms. The unit ensures continuous uptime of critical systems and proactively addresses capacity and performance concerns.
User Support & Services
Staffed by the Help Desk and Support Team, this unit serves as the first point of contact for all technology-related issues across the Council. It handles IT incident resolution, service request management, equipment setup, and user account administration. The unit is committed to minimising disruption to staff productivity through prompt and effective support delivery.
Cybersecurity Operations
Maintains the security posture of TRCN's entire digital environment. It conducts continuous security monitoring, manages vulnerabilities, responds to cybersecurity incidents, and enforces the implementation of approved security tools and policies. Its work ensures that TRCN's data assets and systems are protected against both internal and external threats.
This division focuses on the design, development, acquisition, and maintenance of software solutions and data systems that drive TRCN's digital service delivery. It is made up of three specialised units:
Application Development
Responsible for the development and ongoing maintenance of TRCN's custom software and web-based applications. Its team of software and web developers works to build functional, user-friendly platforms that support the Council's operations — from teacher registration portals to internal management systems.
Data Management & Analytics
Oversees the Council's data infrastructure, including database administration, data warehousing, and business intelligence initiatives. It enables data-driven decision-making by providing accurate, timely insights through analytics and reporting tools. The unit also ensures data integrity, availability, and proper governance across all systems.
Quality Assurance (QA)
Ensures that all software and digital solutions delivered meet defined quality standards before deployment. Through systematic testing and evaluation processes, the unit identifies defects, validates functionality, and verifies that applications perform reliably under real-world conditions.
This division provides the strategic and organizational framework that guides the department's long-term direction and ensures that ICT projects are delivered efficiently and in alignment with TRCN's broader institutional goals. It comprises two functional areas:
IT Programme Management Office (PMO)
Manages the full portfolio of ICT projects within the Council. This includes project planning, budgeting, resource allocation, risk management, and ensuring that projects are delivered on schedule and within scope. The Project Manager within this unit coordinates cross-functional efforts and maintains accountability across all technology initiatives.
Architecture & Strategy
Responsible for defining TRCN's long-term technology blueprint and standards. It develops the strategic ICT roadmap that shapes infrastructure investments, software choices, and digital transformation priorities. This function is overseen at the senior leadership level, ensuring that every technology decision is anchored to the Council's mission and future direction.
